Why are Board Meetings CLOSED to Owners without an Agenda Published for Owner Input before the Meeting?

BOD Meetings are CLOSED to Owners and not "Announced" to Owners, nor is an Agenda Published for Owners to request Topics for the Meetings. WHY?
This is maybe the most ridiculous governing decision I have ever seen. The BOD is elected to serve for the betterment of the entire SPW. Elections are supposed to be democratic. What's democratic about not letting residents attend the meetings. How are we supposed to know what's going on? How do we know who to vote for or against if we cannot witness their though processes and communication skills? If you own any stock you can attend a board meeting. Why can't I attend a BOD meeting where my largest investment is being discussed, rulled upon and at stake?
Where I've lived before, ALL Board Meetings were OPEN to Owners, except for an occassional CLOSED Meeting where something "Confidential" was on the Agenda. Agendas were published a week before Meetings and Owners were invited to subit Topics to be added to the Agenda. Owners could speak at the Meeting and present Ideas for Projects, etc. WHY NOT in Sea Palms West, wheere BOD Meetings are CLOSED and Agendas never published with no way for Owners to submit Questions or Proposals. Let's start having OPEN Board Meetings !!
